Dr. Hilarius Abiwu is a public health practitioner with extensive experience in leading district health teams to improve public health indicators through effective community mobilization, health systems strengthening and research. He has led his team to become the best performing district health directorate for three consecutive years (2016, 2017 and 2018) in the Volta region of Ghana and also two consecutive years 2019 and 2020 in the Oti Region when the Volta region was divided into the Oti and Volta regions in 2019.

His expertise are in health system strengthening, human resources for health, scaling up immunization services in underserved communities and bridging the equity gap in providing public and clinical healthcare to underserved populations.

His recent accomplishment is in using a multifaceted approach to achieve zero preventable institutional maternal mortality ratio in Krachi West District with significant improvement in other maternal and child health indicators such as stillbirths, neonatal mortality, under-5 mortality, immunization coverages and skilled delivery in the Krachi West District.
